Lambeth Council knows best… ignores Secretary of State

The Secretary of State, in 2005, specified the following points be followed by Lambeth Council should they sell any council houses:
General consent A.3.1 permits the disposal of a vacant dwelling house to an individual, who intends to use it as his only or principle home, for a consideration equal to it’s market value.
General consent A3.2 permits the disposal of a vacant dwelling house to any person for a consideration equal to it’s market value, where the dwelling house is in need of substantial works of repair, improvement or conversion and that person enters into a covenant to carry out those works and then to dispose of the dwelling house or any dwelling house created from it to an individual who intends to use it or any dwelling house created from it as his only or principle home.
Well, here’s 14 Lillieshall Road, SW4. Former CPO’d property, slated for demolition, saved from the wrecking ball by the Clapham Society. Former Housing Co-operative home (a Co-op home for 31 years). Resident forced out by Lambeth council and property sold at public auction in 2012.
This property has been rented out for at least the last 6 months, and is now on it’s second or third lot of tenants. The house next door, #16, has just been sold, will Lambeth allow the same thing to happen here, too?
